PROJECT OBJECTIVES:

Elaboration of proposals for the development of electric grid infrastructure and generating capacities, ensuring satisfaction of long-term and medium-term demand for electric energy and power, creating stable and favorable conditions for attracting investment in the construction of electric power facilities, to ensure sustainable socio-economic growth of St. Petersburg and the Leningrad region, increase the availability of energy infrastructure, promotion of competition in the electricity (electric power) market and synchronization of development of transmission and distribution electric networks.

                     

SCOPE OF WORK AND IMPLEMENTATION:

Analysis of the peculiarities and problems of the current state of the electric power industry in St. Petersburg and the Leningrad region. Assessment of the balance and operating mode situation.

Forecast of the main axes of development of the electric power industry of St. Petersburg and the Leningrad Region for 2019-2023, 2021-2025 (with a perspective up to 2048), 2022-2026 (with a perspective up to 2048), 2022-2027, respectively:

— forecasts of consumption of electric energy, electric power, thermal energy;

— forecast for the development of electric energy generation and sources of thermal energy;

— forecast for the development of the energy sector in St. Petersburg and the Leningrad region based on renewable energy sources;

— assessment of the prospective balance situation (for electric energy and power);

— calculation and analysis of the modes of operation of the energy system of St. Petersburg and the Leningrad Region for the future up to 2023, up to 2025 (with a perspective up to 2048), up to 2026 (with a perspective up to 2048), up to 2027;

— forecast for the development of electric grid facilities and electric networks with a voltage of 35 kV and above;

— assessment of the necessary capital investments and the volume of construction and installation works for the implementation of the considered options for the development of the energy system.

RESULT:

Providing the coordinated development of transmission and distribution network infrastructure;

Ensuring coordination of the power grid infrastructure and generating capacities;

Achieving an optimal scheme for the development of power supply in St. Petersburg and the Leningrad region (for networks of 35 kV and above) providing:

— the possibility of connecting applicants within the deadlines required under technological connection agreements, taking into account the declared category of reliability of power receivers according to the Electric Installation Code of Russia;

— energy security of St. Petersburg and the Leningrad region, with a reliable and sustainable energy supply to industry and economy while reducing unit costs to a minimum level;

Elaboration of a cost-optimal list of measures for the development of an electrical network with a voltage of 35 kV and higher, justified by an increase in the reliability and quality of power supply to the existing consumers and connection of new ones in St. Petersburg and the Leningrad Region during the periods considered.

Feasibility study for the comprehensive development of power supply in St. Petersburg and the Leningrad Region;

Creation of an information base for the elaboration and adjustment of development programs (investment programs) of electric power industry entities, as well as for the subsequent design of electric power facilities with a voltage of 35 kV and higher;

Ensuring coordination of plans for the development of the fuel and energy complex, transport infrastructure, Schemes (programs) of territorial planning and Schemes and programs for the prospective development of the electric power industry.
